"The Sport Fish Restoration and Recreational Boating Safety Act of 2014 (S. 2028) was introduced in the Senate by Sen. Jay Rockefeller (D-WV). It became available online on the congressional website on Friday, Feb. 21.
 
Sen. John Thune (R-SD) cosponsored the bill.
 
It was referred to the Committee on Commerce, Science & Transportation."

The Internet abounds with viral videos of huge catches helping themselves onto the sterns of fishing boats. In the story above, not only did a marlin manage to get aboard the boat, it also forced one of the deckhands to go overboard. Fortunately, the crew on deck managed to get him out of the water.
 
It’s not just marlin; any energetic tail flipper can jump on an unsuspecting boat for reasons marine biologists have yet to determine. One theory states that the fish are easily startled by the sound of the boat’s engine. However, this has only been observed in freshwater fish such as Asian carp. Experts are unsure if the behavior is also innate to saltwater fish.
